PL lawmaker proposes amendments to public procurement procedure

Liberal Party MP Ana Gutu came up with a legislative initiative that introduces amendments to the public procurement procedure. She wants the Public Procurement Agency to transfer some of its functions to local offices in order to make the procedure easier for town halls that are far from Chisinau. “This amendment aims to apply the subsidiarity principle and the decentralization of management, especially as regards the reports that have to be presented by local officials, and I refer mainly to mayors. Too often, after public procurements are concluded in accordance with the law, the reports have to be brought to Chisinau, to the Public Procurements Agency”, Ana Gutu told Info-Prim Neo. The MP proposes that local public administrations were able to submit these reports for budget procurements of up to 100,000 lei right at the local offices of the Public Procurements Agency. The local authorities would not have to come to Chisinau and would thus save time and money. Another proposal refers to reducing the deadline for public procurement tenders from 40 to 30 days. “By reducing the deadline for submitting and accepting requests for participation in the tender, we will boost the efficiency of public procurements”, she explained. According to her, the costs of implementation of this project are minor, as the Public Procurements Agency already has local offices.
