The Liberal Party demands that the senior authorities stop supporting financially only the settlements that voted for the Communist Party, depriving the residents of other towns and villages of public utilities by freezing accounts.
The Communist power constantly undermines the authority of the local public administration by dictatorship and manipulation, the PL president Mihai Ghimpu said at a news conference on Wednesday,
Info-Prim Neo reports.
“Since 2001, when the Communists came to power, the authorities’ aim has been to reduce to silence and manipulate the rural population, misinforming and depriving it of financial resources. The Communists transferred many taxes to the state budget or annulled them so that the mayors are forced to beg or implement Communist programs,” said the mayor of Floreni Valeriu Munteanu, who is a member of the PL.
“The imperfect legislation enables the Communist government to interpret the laws as they like,” said Valeriu Nemerenco, head of Chisinau’s Buiucani district.
“The approval of the law on the status of the municipality of Chisinau is delayed intentionally in order to cause chaos and destabilize the situation in the capital city. The powers of the mayor general have not been yet separated from the powers of the Municipal Council and of the mayors of suburbs. Thus, the central authorities can interfere in the affairs of the local public authorities by disputing the decisions of the mayor in court and paralyzing the activity in Chisinau,” Nemerenco said.
PL leaders consider that because of the destructive policy of the Communist government, the villages are now in the worst condition since the declaration of independence. They called upon the Communist authorities to ensure the public autonomy by administrative and financial decentralization, not to condemn the villages and towns to underdevelopment, poverty and misery and to ensure equal development conditions for all the people, regardless of their political affiliation.
“The local public administration is closer to the people and, consequently, to the problems faced by the residents and community. But it cannot deal with them if the state does not fulfill its administrative and financial obligations, but permanently hinders the local authorities in their activity,” Mihai Ghimpu said.
