The Government of Moldova passed a draft decision amending the Petition Law in a move to enable online petitions. The draft decision is yet to be passed by Parliament. The draft decision’s authors say that the proposed amendments are in agreement with the Law no.264 of 2004 on Electronic Document and Digital Signature, which establishes the main requirements for electronic documents. Therefore, the online petitions accompanied by a digital signature will be in full agreement with the aforementioned law. The right to petition, provided for by the Constitution of Moldova, presupposes not just the procedure of submitting formal documents requesting rights or benefits for persons or groups, but also the obligation of the public authorities to deliver an answer as required by the legislation.
