Persons with disabilities are most discriminated category of people, expert

Ion Manole, director of the Human Rights Association “Promo-LEX”, considers the persons with disabilities are the most vulnerable and discriminated category of people. The disability pension is below the minimum subsistence level at a time when these persons need special care, but their incomes are too low and they thus live in poverty, IPN reports.

In an interview for Radio Free Europe, the expert mentioned also other problems faced by the persons with disabilities, including the lack of accessibility and social infrastructure, impossibility of finding a job and lack of appropriate medical assistance.

For the first time this year, Moldova was assessed by the UN in terms of respect for the human rights. “We can remark that this time the behavior of the state institutions involved in this process was an exemplary one. However, if we speak about the large number of recommendations received by Moldova and about the over 100 recommendations received from different countries, in different areas, this reveals a problem and rather serious concern because Moldova has yet a lot of problems in this regard,” said the director of “Promo-LEX”.

Ion Manole invoked the lack of legal culture in society. “I think we must also speak about the fact that confidence in justice in the Republic of Moldova, especially during the past year, decreased a lot. In 2010, 25% of the people had confidence in justice, while in six years the figure dropped by 50%. So, 12% of the people have confidence in justice now. It is an alarming signal for the political class and the judiciary,” stated Ion Manole.

As regards Transnistria, Ion Manole said the people from this region do not have confidence in justice because there is no efficient defense remedy. According to him, the victims cannot benefit from efficient, legal and correct solutions because there are no instruments for controlling these institutions. Nobody monitors them and they bear no responsibility. As it was seen in many situations, they act as they want and dispossess people of property, violate basic human rights, etc.
