The period for paying half of the fine by offenders is to be increased from 72 hours to three working days so as to ensure the synchronization of the working schedules of the institutions responsible for the receipt of the fine and to guarantee the right to a fair trial. This is provided in a bill to amend the Contravention Code approved by the Cabinet, IPN reports.

Another provision stipulates that the ascertaining agent or prosecutor and the offender who accepts blame could sign a cooperation agreement in exchange for a milder punishment. The agreement could be signed at any moment of the procedures until the case is solved, only after the examination of the case in a general procedure is launched. The bill author, which is the Ministry of Justice, said the mechanisms for simplified examination of the case and the cooperation agreement are aimed at ensuring the trying of a contravention case in an optimal and predictable period.

The bill provides for the punishment of drivers who, by ignoring the traffic signs and not giving way, generate road traffic accident risk. This also adjusts the penalty for contraventions committed by minors and extends the circle of subjects that are responsible for the offenses committed by minors.

The amendments to the Contravention Code will take effect when they are adopted by Parliament.
