Pensions to ex-Presidents to be paid by CNAS from 2024

The National House of Social Insurance (CNAS) as form next year will pay pensions to ex-Presidents instead of the President’s Office. This is provided in a bill that was approved by the Cabinet, IPN reports.

The Ministry of Labor and Social Protection noted that the CNAS will now set, pay and keep records of pensions paid to persons who held office of head of state.

According to the legislation, the person who held the position of head of state receives a pension in the amount of 42% of all monthly remunerations of the incumbent President. The law also stipulates that the costs for providing pensions to this category of beneficiaries will be covered with funds of the Office of the President of the Republic of Moldova, which are earmarked in the state budget.

According to Ministry, the current provisions do not expressly stipulate the institution that sets and pays the pension to persons who held office of President, but specify only the source of financing. The pensions offered to persons who held the position of head of state are not subject to indexation and the annual increase in the consumer price index for the previous year is not taken into account when setting these. Respectively, the draft law aims to improve the normative framework in order to uniformly apply the normative documents in the field.

Currently, the Office of the President of the Republic of Moldova pays pensions to two recipients who held office of President.

If the bill is adopted by Parliament, the law will enter into force on January 1, 2024. After adoption, the President’s Office will transmit, in electronic form, the documents and information on the establishment and payment of pensions to persons who held the position of head of state to the National Social Insurance House.
