The formation of intolerance to torture was the goal pursued by a training seminar intended for employees of the penitentiary system of the Republic of Moldova. Organized by the Institute for Democracy, the seminar was held at the training center of the National Administration of Penitentiaries in Goian, IPN reports.
In a press release, the Institute for Democracy said the penitentiary system employees were informed about criminal liability for use of torture in jails, legal guarantees against the use of physical force and application of special instruments. They also received recommendations as to the documentation and reporting of incidents and control of emotions and behavior. They learned how to develop intolerance to torture and a better understanding of responsibility for the use of torture.
Trainer Alexandru Zubko said the raised subject is very important given that there are no internal instructions on the use of special means and physical force, especially against vulnerable groups. Therefore, the employees violate the general norms. The participants learned about good practices and positive examples of use of special means that can help them avoid or minimalize the ill-treatment of detainees.
The seminar was organized in the framework of the project “All together we will say NO to torture in Moldova: civil society against torture” that is implemented by the Institute for Democracy of Comrat in partnership with the National Institute for Women of Chisinau and the Media Center for Transnistria of Tiraspol. The project is financed by the EU and is aimed at raising awareness of responsibility for zero tolerance of torture.
