The Democratic MPs put forward a legislative proposal that is designed to defend the mayors and school, kindergarten and hospital directors from abuses committed by the National Integrity Authority (NIA). According to the Democrats, the NIA is used by Igor Dodon and Ilan Shor as a political cudgel so as to take revenge on those who supported Dodon in the election campaign, IPN reports.
“The National Integrity Authority was created with the noble goal of checking the integrity of corrupt officials. What do we have yet now? The NIA terrorizes the mayors, school principals, kindhearted directors, directors of medical centers in our villages, organizing inspections by order at those who are inconvenient,” the leader of the Democratic Party Pavel Filip stated in a news conference.
The proposal provides that checks for mayors, kindergartens and other institutions can be initiated within two years of the completion of the administrative activity. There will be no statutes of limitations for prosecutors, judges, MPs, ministers, prime ministers and Presidents.
The NIA would be obliged to carry out at least half of the checks at judges and prosecutors and to conduct a preliminary check before the inspection so that it collects documents and evidence and “does not initiate an inspection when a simple phone call from the PSRM is enough for taking steps”.
After the legislative proposal was presented, the NIA reacted, saying all the inspection procedures are initiated based on petitions filed by private individuals and legal entities, notifications, journalistic investigations or as a result of ordinary examination of income and personal interest statements. “We insistently ask the politicians, who also must submit such statements, not to engage our institution in image activities or political conflicts. The NIA works according to law and examines all the reports presented to us, in accordance with the Administrative Code of the Republic of Moldova,” stated the NIA.
