The Communists Party (PCRM) considers that the government coalition's initiatives to modify or adopt a new Constitution are nothing but attempts to promote groups interests. “They have no connection with the optimization of the legislation and represent only ambitions of the members of the Liberal-Democratic coalition,” the representative of the PCRM Serghei Sarbu said in a news conference on November 25, Info-Prim Neo reports. According to Sarbu, an initiative was submitted to the Parliament's Permanent Bureau, but it was formulated by members of the parties that formed the Alliance for European Integration, not by independent experts in constitutional law. One of them, Victor Popa, is the representative of Moldova's Acting President Mihai Ghimpu to the Constitutional Court. Aurel Baiesu is a member of the Democratic Party of Moldova, while Alexandru Arseni – a member of the Liberal Party, Sarbu said. Not long ago, 14 experts in constitutional law lodged an initiative with the Parliament, asking that they be allowed to formulate a new Constitution. Professor Victor Popa informed about this during public debates held at IIDIS Viitorul. In a statement published on the Institute's website, Victor Popa said the present Constitution was adopted by a Parliament that was not empowered by the people to adopt a Supreme Law and that the people did not vote on it by referendum. University lecturer Alexandru Arseni expressed the same opinion. During a TV program, he said the current Constitution was not adopted in the correct way as a Parliament Decision of 1993 says the Constitution becomes legal only after it is approved by referendum. Serghei Sarbu confirmed in principle that the Constitution can be replaced only by referendum. The Constitution of Moldova was adopted on July 29, 1994. It was modified in 2000.
