Pavel Filip: Effects of CPA reform should be felt by employees, citizens and business community

The effects of the central public administration (CPA) reform should be felt by those who work in the public service, by the citizens and the business community, Prime Minister Pavel Filip stated in a meeting of the National Council for the Public Administration Reform. He noted the implementation of the public administration reform strategy has been a Government priority since he took office and a series of relevant measures have been taken in the recent past, IPN reports, quoting the Government’s press service.

According to Pavel Filip, among the steps taken to reform the CPA were: the reduction in the number of ministries from 16 – 9, de-politicization of public office, reformation of control institutions and of the research and innovation sector. Also, the Public Property Agency was transferred under the management of the Government. The bodies subordinated to the Government and the authorities subordinated to ministries were reorganized. Emphasis was placed on the improvement of institutions activity, optimization of administrative costs and, as a result, increase of the financial motivation of CPA employees, the average salary being raised from 6,850 to 12,370 lei.

The meeting also centered on the implementation of the 2017 action plan for putting the public administration reform strategy into practice in such areas as public policy formulation and coordination, modernization of public services, accountability of public administration, management of public finances and human resources. The shortcomings are to be eliminated in 2018 and a new action plan is to be drawn up for 2019 – 2020.

According to the Government, the efforts made by the authorities will be aimed at strengthening the capacities of reorganized institutions and the business processes inside ministries, reorganizing state - owned enterprises and bringing them into budgetary circuit and at implementing the local public administration reform. Currently, the Government benefits from assistance from the German Agency for International Cooperation in finalizing the roadmap and documents related to administrative reorganization of the local public authorities.
