The chairman of the Small Business Association (AMB) Eugen Roscovanu said the Ministry of Finance’s proposal to limit the incomes earned by patentees from sales is far from the economic realities in Moldova. “The earnings of the patent holders have significantly decreased lately. The same trend persists in the small business sector, where the turnover declined considerably. This policy simply destroys the small companies,” Eugen Roscovanu stated for Info-Prim Neo. He said that over 56% of the workplaces are provided by small companies and such a policy has a negative impact on the business environment and the creation of new workplaces. “During many years, we proposed different methods of supporting the small and medium-sized companies, but they are not taken account of. The government avoids the dialogue with representatives of businesses, while the number of small companies decreases gradually,” said Eugen Roscovanu. The limit on the incomes from sales of the patentees may be 100,000 lei within 12 months from 2013, down from 300,000 lei. According to the Ministry of Finance, the limitation of incomes will contribute to combating tax evasion and will stimulate patent holders to shift to a certain legal organizational form (private company, limited liability company, or joint stock company) when their businesses develop.
