The Party of Action and Solidarity (PAS) proposed toughening up the penalties for interventions in historical and public monuments. If the protection and utilization regime applying to cultural heritage and public monuments is violated, the fine will be 50,000 lei for legal entities, up from at most 7,500 lei at present. It is also suggested increasing the fines for the dismantling, relocation or modification of historical monuments and interventions by unauthorized constructions. A bill to this effect was presented by a group of PAS MPs and councilors on February 21, IPN reports.
According to the authors, the article concerning illegal constructions is violated most often. In 2021, the Technical Surveillance Agency alone ascertained 544 contraventions in the field of constructions. The current legislation cannot prevent illegalities in the field.
For contraventions related to the construction, reconstruction and modification of the project documentation, the fine will be raised from at most 9,800 lei for legal entities to 75,000 lei. The fine for dismantling, relocation or modification of historical monuments, interventions by unauthorized constructions, violation of the building permit on the site of the historical monument or issuing of a building permit in breach of the law will rise 7-8 times to 50,000-75,000 lei.
Based on the experience of the states with a more efficient practice of protecting historical monuments, it is proposed banning the setting up of air conditioning systems on the main facades of buildings that are historical monuments as such a vicious practice causes damage to the historical moments and also affects their appearance, said the representatives of PAS.
