Of the 95 bills registered by the parliamentary group of the Party of Action and Solidarity, 52 were adopted. One of the most important bills was the draft law to amend the law on the prosecution service, which introduces a mechanism for assessing the prosecutor general’s work. “We want to have a functional prosecution service that would serve the public interest and would ensure justice, not the bargains that existed inside the service until now,” Deputy Speaker Mihai Popșoi was quoted by IPN as saying in a news conference.

According to the PAS MP, another important bill was the bill to amend the Constitution by strengthening the independence of the justice sector so that the judges are not under political control and enjoy more autonomy. Among other adopted bills are those on the digitization of the economy, annulment of the offshore secret, banning of evictions in winter, checking of the property and costs of state officials and their relatives by the National Integrity Authority. Despite the pandemic and energy crises, PAS found resources to increase the pensions and allowances.

The head of the Parliament’s legal commission for appointments and immunities Olesea Stamate said the law enforcement agencies and corruption fighting institutions were earlier offered rather great independence, in accordance with the European standards. This independence was yet used to protect group interests. The PAS MPs balanced this independence without encroaching on it, by increasing responsibility, including through the mechanisms for assessing the prosecutor general’s work and the work of the National Anticorruption Center and the National Integrity Authority.

PAS MP Dumitru Alaiba noted that the offshore secret was annulled and determined steps were taken towards digitizing the economic sector in a move to develop the economy and motivate the entrepreneurs to invest.

Dan Perciun, who heads the commission on social protection, health and family, stated that the reduction of poverty in Moldova was the desideratum from which they started work in the social sphere. In this regard, the minimum pension was increased to 2,000 lei and different state allowances, including for veterans, were raised. The 2022 state budget will cover significant pay raises for the worst paid groups of salary earners, primarily those from the public sector.

Doina Gherman said the ratification of the Istanbul Convention was among the accomplishments. The Convention is the first legal document recognized at international level. It is a complex instrument that offers increased protection from use of violence to women and ensures the punishment of perpetrators. When the Convention starts to be implemented, Moldova will apply zero tolerance of all the forms of violence against women and girls and domestic violence.

The PAS MPs presented the progress report after a period of 100 days in office.
