PAS MPs about NAC, Ruslan Flocea and officer “Ghena”

The MPs of the Party of Action and Solidarity criticized the work done by the head of the National Anticorruption Center Ruslan Flocea, who was dismissed from post. They said NAC doesn’t do its job and suggested that its head enriched himself unjustly and offers protectionism to corrupt inferiors, IPN reports.

In his speech in Parliament, PAS MP Adrian Cheptănaru spoke about an officer called “Ghena”, who is also dubbed “the oligarch”. The honest officers know him as the most corrupt officer of NAC, while director Flocea promoted him from the post of head of the North Division to chief over all the criminal cases managed by NAC. “Ghena” is reportedly a millionaire in euros. He owns hundreds of lots of land, apartments and houses that are registered in the names of his parents, his brother, other persons and in his own name.  In Ungheni, he sponsors contraband and lends money to persons in need who put their property up as collateral. “The oligarch” created problems to functionaries so that he could later solve them himself.

Adrian Cheptănaru noted that in 2009, the anticorruption officer’s mother, a teacher at an ordinary school in the village, bought a building in Ungheni that is 60 square meters in area. In 2010, his father, who is a tractor driver, purchased an apartment that is 47 square meters in area in Ungheni and another one of 100 square meters in Chisinau. In 2014 and 2015, his father and brother bought 24 parking lots in the yard of a block, and so on.

PAS MP Vasile Grădinaru said the citizens’ confidence in the state institutions, including NAC, is low. The productivity rate of the Center is very low. Only about 25% of the annually handled approximately 1,800 criminal cases are proposed for being sent to court. Of the about 600 completed cases, two thirds are dropped, suspended or stopped. Also, about 95% of the about 200 persons convicted by courts for acts of corruption are fined and are not jailed. This is due to the poor quality of the collected evidence and to the ordinary cases of corruption sent to court at a time when high-profile cases by which serious damage is caused to the state budget and public institutions are dropped.

“Ruslan Flocea’s wife, who has earnings from a limited liability company, reports only 18,000 lei incomes a year, even if the company owns land and orchards. In 2019-2020, Ruslan Flocea bought 28 lots with a total area of 16 hectares, with a market value of 650 million lei, and a car for 600,000 lei that is registered in the name of his brother-in-law,” said the MP, noting Ruslan Flocea actually protects his relatives and drops the cases featuring them somehow.

Ruslan Flocea was dismissed by Parliament following the presentation of a report on the work done by NAC during January 2016 – September 2021. Ruslan Flocea didn’t appear before the MPs, saying earlier that the examination of the report was a formal exercise as the decision to dismiss him was already taken and the public statements made by those from PAS confirmed this.
