The implementation of the mixed electoral system with one round of voting implies the risk that Parliament after the elections will not represent the citizens and the local mayoral elections in Chisinau municipality is a pertinent example, said the Party “Action and Solidarity” (PAS). According to the party, the mixed system with one round is a gift from the Democratic Party (PDM) for Igor Dodon as the Party of Socialists will obtain a constitutional majority, IPN reports.

PAS leader Maia Sandu told a news conference that a year ago the Democratic Party and the Party of Socialists insistently promoted the mixed electoral system and ultimately did this despite the opposition protests and the critical messages that came from the European institutions. Then the authors of the mixed system said this law will enable Parliament to be more representative and to represent all the citizens who vote.

“In the elections in Chisinau municipality, we could see clear evidence of how dangerous the electoral system is for the government that intends to apply it in this autumn’s parliamentary elections. If we analyze the results of the first round of voting in Chisinau, we will see that this system is very non-representative,” stated Maia Sandu.

Sergiu Litvinenko, a member of the PAS National Standing Bureau, said that when analyzed thoroughly, things show that the Democratic Party concedes the Republic of Moldova to Putin’s Russia. If the parliamentary elections are held in two rounds of voting, the pro-European parties will win in Chisinau in six of the 11 constituencies, while the Socialists in five. The 6 to 5 score in favor of the pro-Europeans fully reflects the citizens’ vote of 52% to 48% (in the mayor runoffs in Chisinau). But if the legislative elections are held in one round, as the law provides now, the pro-European parties will win in only two constituencies in Chisinau, while the Socialists in nine.

“The mixed electoral system with one round is fully non-representative as it generates an unjust transformation contrary to the voter’s will. In practical terms, this advantages exclusively the Party of Socialist as this party, even if it won only 40% of the vote in the first round and 47% in the second round, would get 80% of the seats, which is nine seats of the 11,”stated Sergiu Litvinenko.

The PAS members demand to annul the mixed electoral system. They said they will inform the international institutions about the antidemocratic character of this system with one round of voting and will provide conclusive evidence.
