PAS: Law that provides nationality for investments will transform Moldova into offshore area

The law that allows for the provision of Moldovan nationality in exchange for investments enables foreigners to legalize ill-gotten gains. Those who will apply for nationality based on this law could include persons who took part in the banking frauds, the leader of the Party “Action and Solidarity” (PAS) Maia Sandu was quoted by IPN as saying in a news conference.

The law allows persons who transfer €100,000 to a special fund or invest €250,000 in real estate or state securities to obtain Moldovan nationality. In 2016, the PAS requested to suspend the implementation of this law by not approving the normative farmworker for putting this into practice. Then the implementation of this law wasn’t suspended. This year, the law was put again on the Parliament’s agenda, but not for being abrogated, stated Maia Sandu.

Sergiu Litvinenko, a member of the PAS National Standing Bureau, said that Parliament on May 31 adopted amendments to the law on nationality through investments. The first amendment provides that the decrees to offer nationality to foreigners will no longer be published in the Official Gazette. The second amendment eliminates the limit of 5,000 nationalities provided by this law. Both of the amendments were proposed by Democratic MP Eugeniu Nichiforciuc.

The PAS considers the given law transforms Moldova into a tax heaven for those who flout the law and have nothing to do with the country’s development. The party demands that the President should return the law to Parliament and should submit an unconstitutionality claim to the Constitutional Court. The PAS will also send letters of information to the development partners so as to notify them of the dangers posed by this law. The party called on the political parties and civil society to exert pressure on the government so as to prevent this from transforming Moldova into offshore area that will favor fiscal and economic crimes.
