PAS bill: Concept of vouchers for professional formation of unemployed persons

The MPs of the Party of Action and Solidarity (PAS) propose that the contracts for the provision of professional training services for unemployed persons should be exempted from the public procurement procedure. In parallel, the Ministry of Labor and Social Protection will take action to implement the Voucher concept for training the unemployed. The initiative that was presented a news conference is aimed at introducing a system of vouchers in Moldova for improving the training and employment of the persons looking for a job, IPN reports.

MP Dorian Istratii said a difference between the public procurement system and the use of vouchers is that the National Employment Agency now chooses the provider of educational services for beneficiaries, but with a voucher, the beneficiaries can themselves choose the training course and the provider of training services. This will increase the responsibility of the unemployed persons for their training, development of the necessary professional skills and subsequent employment or building of a career.

A provision that exempts the contracts for the provision of professional training services for unemployed persons from the public procurement procedure is needed for increasing the number of providers of professional training services.

In 2020, 26.5% of all the trained unemployed benefitted from training at the place of residence, while 73.6% were trained in another locality.
