A number of 1,700 detainees will be amnestied on the occasion of the 25th anniversary of the declaration of Moldova’s independence. In this regard, Parliament voted to merge two bills submitted by the Cabinet and a group of Socialist MPs, IPN reports.
Under the bill presented by the Cabinet, about 1,300 convicts will be amnestied, while approximately 400 detainees will be released on parole.
According to the authors, the amnestying is a method of preventing and repairing the damage caused because of the poor detention conditions and a measure to depopulate the penitentiaries.
The bill provides that the persons who committed very serious offences and those convicted for concurrence of crimes will not be amnestied. However, given that some of this category of persons already served long jail terms, the punishment of these could be reduced, with some exceptions.
Those who served the jail term, except for those whose main punishment was replaced by fine or community service, will benefit from a lump sum of 75% of the average official salary for the previous year on release. A sum of 5.7 million lei will be allocated from the state budget for paying such allowances.
