The legislative proposals presented by a group of 26 MPs were entered in Parliament’s incoming log for March 22. At the same time, Parliament’s Legal Directorate in the near future will pronounce its opinion on the procedure and conditions of introducing the documents in question into the lawmaking workflow. The Secretariat offered these clarifications after MP Sergiu Litvinenco complained today that NOW was refused registration of a package of legislative proposals.
The Secretariat said that, under Parliament’s Regulations, bills and other legislative proposals must be submitted to the attention of the Standing Bureau and are further distributed by the Speaker for reporting and approval. Both the Bureau and the Speaker are yet to be elected.
After registration, within five workdays from being introduced into the lawmaking workflow, legislative proposals are published on Parliament’s website.
In a Facebook post earlier today, Sergiu Litvinenco complained that the Secretariat used the “stupefying excuse” that Parliament’s leadership hasn’t been elected yet to explain why NOW’s package couldn’t be formally registered.
