The Parliament ratified in its last sitting of the spring-autumn session, July 29, the 13th Protocol of the European Convention on Human Rights and the 2nd facultative protocol of the International pact on civil and political rights concerning the abolishment of the death penalty. Both documents stipulate abolishing the capital punishment in any circumstances. According to Sergiu Stati, the head of the Parliamentary Committee for Foreign Affairs and European Integration, both protocols result from the obligations assumed by Moldova in the Action Plan EU-Moldova. The Chairman of the Parliamentary Assembly of the Council of Europe, Rene van der Linden mentioned about the necessity of ratifying the 13th protocol, during his official visit to Chisinau city this week. Moldova abolished the capital punishment on June 29 when the Parliament introduced these amendments in the Constitution. Previously, the capital punishment could have been applied for felonies committed during war.
