Parliament passes ban on black-and-orange ribbon, other symbols of war

Manufacturing, selling, distributing and publicly displaying attributes and symbols of military aggression, war crimes, and crimes against humanity, of propaganda and glorification of such actions, shall be punished under the Code of Contraventions. The ban, which got Parliament’s final approval on Thursday, covers the black-and-orange “Saint George’s” ribbon, as well as the letters Z and V, extensively used in Russia’s invasion of Ukraine.

The penalties for individuals include fines ranging from 4,500 to 9,000 lei, or 30 to 60 hours of community service. For legal entities or public officials, the fine is up to 30,000 lei.
 
Parliament’s Legal Commission head Olesea Stamate (PAS) said the interdiction does not apply to black-and-orange ribbons that form part of medals or orders.

The Communist group protested the passage by blocking Parliament’s central lectern.

The ban was adopted by 53 votes.
