The setting up of parking lots is a priority for 2022, deputy mayor Ilie Ceban said in the context of the public discussions on the daft opportunity study of the implementation of the car parking management system in the municipality of Chisinau.
It is proposed dividing the city into three zones. The parking fee for Zone I could be 10 lei an hour, for Zone 2 - 5 lei an hour, while for Zone 3 parking could be free. On Saturday and Sunday, parking can be also free. Parking places will be built inside residential quarters for which dwellers can pay monthly or annual subscription. There will be also erected multistory car parks based on public-private partnerships at the seven entrances to the city so that the visitors could leave their cars in parking lots and use public transport, IPN reports.
The parking system was designed based on the experience of Western states and Eastern European countries. “There are now about 50,000 parking places in the city. Many of the parking places haven’t been authorized,” said Mihai Roșcovan, of the company that conducted the study. According to him, at least 75,000 more places should be built, including with money that would be collected for parking places, and the figure should be gradually raised to 200,000. Of these, 1,700 places can be offered in multistory car parks.
The authors of the study said the system can be implemented in the middle of 2022. As from 2024, the City Hall will not have to invest in the system as the revenues will cover the costs. The system is to be created at a cost of 700 million lei. An Urban Mobility Unit should be set up as part of the Public Transport and Communications Division to manage the system.
“To implement the system, changes to the current legislation are not necessary. Only regulations will need to be adopted by the Municipal Council,” said Mihai Roșcovan.
Zone I practically concedes with the historical part of the city between the streets Mihai Vitează, Ismail, Grigore Vieru and Columna, eventually up to Albișoara St. Zone II will represent the area beyond this part. The parking fees by areas will be flexible and could be raised or cut depending on the demand.
After all the proposals are systemized, the project will be examined and put to the vote in the Chisinau Municipal Council.
