Parents who left abroad are within Centre for Human Rights sight

Moldova’s Centre for Human Rights submits a set of solutions as how to improve the situation of the children whose parents left abroad. They have been issued in the Centre’s 2006 report on observing human rights. The report emphasizes the need to urgently define the notion of “child without parental protection” and to implement some regulations on the parents’ obligation to assign while they are abroad a legal representative to their minor, as well as to adopt the law on children in difficulty. The report’s authors suggest introducing some amendments to the Administrative Contraventions Code stipulating the parents’ responsibility for not fulfilling their parental obligations to raise, educate and support the child. It is mentioned that article 48 in Moldova’s Constitution stipulating the parents’ obligations is being violated even when only one parent is abroad and the minor is minded only by the other parent. Managers of residential bodies, advised by parliamentary legal entities, say it is good that the parents who are abroad and left their child in boarding schools to pay an official tax into the school’s account. Most of the parents who are abroad are sending money to their relatives or neighbours for extra care. For all that, practically, the children are fully minded by the state, besides the orphan children and those with no parental support. At present, parents of 785 children from residential institutions left abroad. In all, it is estimated that over 28 thousand students in Moldova have their parents working abroad.
