Parents of young man shot at swimming pool in Hancesti: Why justice is on killers’ side?

The former head of the Hancesti Criminal Police Subdivision, who was sentenced to 12 years and 6 months in prison for killing young man Dan Osipciuc at a swimming pool in Hancesti in 2018, was set free after having served not even half of his sentence. The second defendant, the owner of the recreation center, fled the country. The boy’s parents say that what happened proves that the country doesn’t need decent people and justice looks only in the direction of those who pay a lot of money. “Why is our justice on the side of killers?” asked Dan Osipciuc’s mother.

In a press conference at IPN, the young man’s father Sergiu Osipciuc said that in a year after the murder, former policeman Ion Cojocaru was sentenced to 12 years and 6 months in prison. The other man, Amir Rabi, was found guilty of using the weapon in a public place. He passed the statute of limitations and was released. After an appeal was filed, the Chisinau Court of Appeals upheld Cojocaru’s 12-and-a-half-year prison sentence and found Amir Rabi guilty of inciting murder and exceeding his official duties, being sentenced to five years in jail. When the judgement was passed, he had already fled the country and is currently in Romania. As a result, an appeal was lodged with the Supreme Court of Justice and the examination there lasted for about two years. The SCJ decided to remit the case to the Court of Appeals for retrial by other judges. Moreover, the parents learned that in August 2023, Ion Cojocaru was released after complaining about pre-trial detention, poor detention conditions and asked for amnesty.

The boy’s mother Natalia Osipciuc said that the former policeman didn’t admit his guilt and maintained that he was held unjustly. “I cannot understand how such a man can be left at large. It’s very hard for me, but we have to live with this. My husband and I no longer live. We only survive. Our son knew four languages – Romania, Russian, English, French. He was a student, footballer, athlete, musician. I see that our Moldova doesn’t need such people. Why is our justice on the side of killers?” asked the young man’s mother.

According to her, what happened to their family proves that our country doesn’t need decent people. “Our brave policemen don’t take care of the ordinary people. They serve bags of money. We, as the injured party, are not protected in any way. The killers and their lawyers use the dirtiest methods to achieve their goals, which is to escape punishment. In our country, justice looks in the direction of those who pay large sums of money. Judges either don’t know the law or turn it upside down. The killers of our son are at large. They feel perfect, enjoy life, but we don’t live and simply survive,” said Natalia Osipciuc.
