To receive parental donations, schools and kindergartens will be required to open fundraising accounts, as all donation operations shall be conducted exclusively through the governmental payment service MPay, under a draft regulation that will be considered by the Government on Wednesday.

The Ministry of Education and Research says that the purpose of this regulation is to ensure transparency in the use of monetary donations, and to protect the interests of donors and educational institutions. “Monetary donations shall be made by the donor voluntarily, free of charge and unconditionally to the educational institution”, the document provides.

Educational institutions will be able to use donations for equipment and to cover teacher training costs.

The beneficiary schools and kindergartens will be required to publish on their websites, if they have them, or alternatively display on specially designed boards, semi-annual reports on the collected donations and their use.
