The agenda of the autumn session of the Parliamentary Assembly of the Council of Europe (PACE) does not include issues relating directly to the Republic of Moldova, but there will be discussed a number of important reports for Moldova, MP Liliana Palihovich, the head of Moldova’s delegation to the PACE, said, quoted by Info-Prim Neo’s correspondent in Strasbourg.
Liliana Palihovich has told Info-Prim Neo that Moldova is mentioned in a report on the status of national sovereignty in the context of the international law. The report says that Moldova’s sovereignty was targeted when the secessionist movement was supported in Transnistria. It also mentions the case of Ilascu and a case when the human rights were violated as a result of the separatist movement. “I think the cases of Vardanyan and Cazacu should be included in the report as violations of the human rights and attack on Moldova’s sovereignty because the secessionist movements endanger not only the sovereignty of the country that experiences such phenomena, but also the European security in general, and the European countries should adopt a common and firm position so as to combat them,” said Liliana Palihovich.
She also said that the PACE will debate three important reports concerning the protection and rights of the children, given that the Council of Europe in 2012 will launch a European campaign to stop violence against the child and family, which will involve Moldova as well.
The members of Moldova’s delegation will give speeches on the subjects addressed in the PACE autumn session, stated Liliana Palihovich.
Among other issues in the agenda are the cooperation between the Council of Europe and the emerging democracies in the Arab world, abuse of state secrecy and national security, protection of personal information on the Internet, situation of migrant children without documents, and others. The speech that the president of the Palestinian National Authority Mahmoud Abbas will deliver on October 6 will be one of the strong points of the PACE session. Ukrainian Foreign Minister Konstantin Gryshchenko will present the Committee of Ministers’ report and will answer the questions.
A debate on prenatal sex selection will be the session’s culminant point. The draft resolution says that the rate of sex-selective abortions in many member states of the Council of Europe, especially Albania, Armenia, Azerbaijan, and Georgia, reached alarming proportions and thus such a practice should be banned and allowed only it is used to prevent a hereditary decease. The resolution proposes banning the doctors from telling the parents the sex of the baby before birth.
Acting President Marian Lupu is in Strasbourg on an official visit. He will have meetings with the President of the European Court of Human Rights Jean-Paul Costa, President of the Venice Commission Gianni Buquicchio, Secretary General of the Council of Europe Thorbjorn Jagland, PACE President Mevlut Cavusoglu, and President of the Council of Europe Congress of Local and Regional Authorities Keith Whitmore.
The autumn session of the PACE is held in Strasbourg during October 3-7. Moldova is represented by Liliana Palihovich, Igor Corman, Valeriu Ghiletski, Valeriu Munteanu, and Grigore Petrenko.
