Owners of apartments with autonomous heating systems to pay less for heat

The persons who are connected to the centralized heating systems, but who use autonomous heating systems in their apartments will pay up to 10% of the volume of heat consumed inside the block, not 20% as now, IPN reports, quoting the amendments to the regulations concerning the provision and payment of communal and non-communal public utilities approved by the Cabinet on April 27.

The amendments were drafted following multiple complaints submitted by residents of the municipalities of Chisinau and Balti.

The main argument for such a decision is that 20% of the price of a square meter paid for heat is a financial burden for the owners of autonomous heating system because the gas bills they pay are much higher than the heat bills of those who are supplied with heat in a centralized way.

The percentage of up to 10% will be used until the methodology for calculating the coefficient depending on the location of apartments inside the block is adopted.

Also, the Ministry of Regional Development and Construction set up a working group that will draw up new regulations, while the Energy Efficiency Agency will finish the methodology for dividing the volumes and costs of heat between the dwellers of an apartment building by which to set a different calculation percentage for the apartments disconnected from the collective heating system, depending on their location – at the corner, on the lower or upper floors, etc.

Based on this methodology, an energy audit of the blocks will be performed to determine exactly the heat consumption in each apartment and to calculate the appropriate percentage for the apartments disconnected from the centralized heating system.
