Over 90,000 children in Moldova are left without parental care, which makes them more prone to break the law, stated Deputy Interior Minister Iurie Cheptanaru, chief of the General Police Department, at the Ministry's sum-up meeting on Friday. Poverty, poor schooling and unhealthy family environments are other factors associated with juvenile delinquency, said Iurie Cheptanaru. He thinks it is necessary to establish a number of bureaus specially created to address children's problems, which could provide psychological assistance to children in conflict with the law. The detention facilities for the juveniles also need serious improvements. According to the Ministry's data, in 2010 juveniles were responsible for 1448 offenses, or 4.5% of the total, including 10 murders.
