Open Government Action Plan was 55% implemented

The Open Government Action Plan for 2012 was almost 55% implemented, experts of the Association for Participatory Democracy ADEPT determined, IPN reports.

Study author Petru Culeac said the average implementation degree is due to a number of problems, including the low quality of particular indicators and subactions. This makes the monitoring of the progress made or the assessment of the results achieved difficult.

A working group was created within the National Participation Council to monitor the implementation of the action plan. But, for different reasons, this group played more a consultative role within the Electronic Governance Center and didn’t fulfill its monitoring duty, said Petru Culeac.

The expert underlined that the lack of human resources is another problem. “The institutions responsible for the implementation of the Open Government Action Plan often lack personnel. Another aspect of this problem is the qualification of the persons involved in different open government processes,” he stated.

ADEPT executive director Igor Botan said that support at policy-level and technical measures are needed to make sure that the citizen-state relation is interactive. Measures should be also taken to inform the people, ensure communication between the target groups and strengthen the capacities of representatives of the public authorities.
