Only 25% of planned rehabilitation works at Wastewater Treatment Station executed

The rehabilitation works at the Wastewater Treatment Station in the municipality of Chisinau constitute about 25% of the 80% planned by this date. The contractor said the works are behind schedule owing to the shortage of skilled and unskilled labor force. Mayor General Ion Ceban instructed the administration of “Apă-Canal Chisinau” within two weeks to present a plan for overcoming the created situation, IPN reports.

During a visit to the station, the mayor noted that the time limits weren’t met owing to bad management or bad intentions. The contractor’s arguments as regards the shortage of labor force are strange. A problem can also exist at “Apă –Canal Chisinau”, starting with the signing of the contract three years ago.

Ion Ceban said he will prepare the relevant documents and will submit them to the competent bodies so that these establish who is to blame in his case.

“Apă-Canal” acting director general Anatolie Lichii said that in two weeks he will present the actions that will be taken by the company to overcome the created situation and to get rid of the unpleasant smell that is more unpleasant in summer. The rehabilitation works have nothing to do with the unpleasant smell in the city and the building of a new wastewater treatment station is a solution to this problem.

Cristian Barzoiu, of the firm Passavant that performs the works, stated that the works are late because of the shortage of skilled and unskilled labor force in the Balkan area. The Moldovan authorities do not allow the invited teams of foreign workers to stay officially on the country’s territory and this is an impediment. The firm needs 60 more workers in addition to the about 70 who already work there. They cannot say when the works will be finished, but will try to complete them this year.

The contract to the value of over €24.243 million was won by the Consortium Passavant Energy & Environment Gmbh & Ludwig Pfeiffer Hoch-und Tiefbau GmbH & Co. KGin August 2017. Its implementation period is 900 days.
