34 Ministries and agencies subordinated to the Government, as well as 6 major hospitals that are financed by the State Budget, will be forced to post electronic announcement regarding the procurements of products, works and services, reports Info-Prim Neo, quoting Stefan Creanga, head of the Public Procurements Agency.
Moldova launches on October 1, the implementation of the electronic public procurements system, and, in this context, during this month, concomitantly with the testing of the system, advanced training sessions with Romanian experts take place, as part of a Twinning project. “The contracting part have been instructed, i.e. the representatives of the 34 authorities and public institutions, as well as the businesses that will participate at the tenders for products, works, and services paid by public money”, specified Stefan Creanga.
Roxana Popescu, an expert from Romania, mentioned that the implementation of the electronic public procurements system will allow the monitoring of the way in which public money is spent. “There are great advantages for the businesses, which will have the possibility to access the e-Procurements portal and find out everything they need regarding the Ministries’ and other Budget financed institutions’ demands, as well as download their task books and the paperwork necessary for the procurement procedure. Thus, we save on time”, mentioned Roxana Popescu. Evidently, it is desirable that the number of authorities connected to this electronic public procurement system rose, such that in several years all authorities, including the local ones, and all other institutions financed by public money, be connected to the system, added the expert.
Another expert from Romania, Gabriel Dumitru, specified that 10 years ago, when his country had only begun implementing the electronic public procurements system, the conditions were less favorable, since the informational technologies were not as advanced back then. A plus for Moldova is the fact that most businesses and potential tender participants have the necessary knowledge and use the computer for a broad range of tasks.
