One third of ECHR decisions against Moldova were made in first half of 2007

The European Court of Human Rights (ECHR) found Moldova guilty in 21 cases in the first half of 2007 alone, which represents a third of the total number of judgements issued by the Strasbourg Court against the Government of Moldova. ECHR pronounced 45 decisions in 43 cases until January 1, 2007. In 1998-2006, there were lodged about 2800 complaints with ECHR on behalf of the citizens of Moldova. In 380 cases the Government was informed or the cases were declared admissible, while 840 were declared inadmissible. The decisions condemning the Government of Moldova mainly refer to violation of the provisions of the European Convention in what concerns the protection of the right to property, right to fair trial, and especially, on the non-execution of the court decisions, conviction conditions etc. For the violation the right to expression, Moldova was found guilty in at least four cases at the ECHR. More than a half of the ECHR decisions against the Government of Moldova were made in the case of the applications submitted in 2002-2004. Of the total number of decisions, only 11 refer to the requests filed until 2001. For violating the provisions of the European Convention, the Government of Moldova was obliged by ECHR to pay damages and expenses of EUR 800 thousand, or about MDL 15 mln.
