One of Chisinau’s ex deputy-mayors could win a case at ECHR against the Government

The former deputy-mayor of the municipality of Chisinau, Ion Paladi, who was arrested in September 2004 together with other civil servants from the Chisinau City Hall on authority abuse charges, could win a lawsuit against the Government of Moldova at the European Court of Human Rights, on Tuesday, July 10.
Paladi accused the Government that during his detention, which he considers illegal, he did not benefit from proper medical assistance, was not transferred to a medical establishment according to the recommendations of the doctors. He is grounding his case on Article 3 of the European Convention on Human Rights (prohibition of inhuman or degrading treatment or punishment), as well as on article 5 (right to liberty and security of person).
Several civil servants working in the municipal administration of Chisinau won cases at ECHR until now, including Vladimir Sarban, Secretary of the Chisinau Municipal Council, Vladimir Modarca, former chief-architect of Chisinau arrested in the fall of the same year, as well as Constantin Becciev, Director of “Apa Canal Chisinau” JSC arrested in Februay 2003.
Also on Tuesday, ECHR will examine the case of “Bimer JSC v. Moldova”, in which Moldova is accused of violating the article 1 of the Protocol no.1 of the European Convention (protection of property).
