Acting Minister of the Interior Oleg Balan said the documents that are to be implemented by the Ministry include the police reformation strategy that is close to be finalized and is to be endorsed by the Government. In an interview for Radio Free Europe, Balan said the EU will provide €57 million for reformation measures in 2016-2020 and the money is intended for local police inspectorates, mainly the border ones, IPN reports.
“We must not neglect the fact that we are in a zone of rather pronounced instability and there is a war about 600-700 km from us. Our local police inspectorates are outfitted inappropriately and are insufficiently trained. This money should go on equipment and technologies so that the police stations become more effective,” stated the minister.
Asked how satisfied he is with the reforms done at the Ministry of the Interior, Oleg Balan said that not many changes were made. However, with the assistance of the foreign partners, they carried out a functional analysis of the Ministry, which is no longer the Ministry of the police, set up the video traffic surveillance system and did other things.
“The different statuses of the subdivisions of the Ministry of the Interior are an inherited problem owing to which there is an imbalance and massive migration inside the system,” stated the acting minister.
As to the crime situation, Balan noted that 20,827 of the 32,629 crimes committed in the country this year were discovered, an increase of 6.56% on last year. The number of rapes declined by 11%, of robberies by 16%, of thefts by 12%, while of thefts of things from cars and of personal belongings by 23%. The number of cases of blackmail decreased by 21%. This points to a change in society and to the fact that many people realize the seriousness of such deeds.
