Octavian Armasu: “First House 2” will help budget-funded employees to purchase home

The program “First House 2” is designed to help the people working in the public sector to purchase a home. After applying to this program, the given employees will receive a monthly compensation from the state. Minister of Finance Octavian Armasu developed the issue in the talk show “Reply” on Prime TV channel, IPN reports.

The minister said the salaries in the public sector are smaller than in the private sector and the budget-funded employees thus have smaller chances of benefiting from the “First House” program without the support of the state.
“We hope that through the “First House 2”, we will help the teachers and also the doctors to buy a home,” stated Octavian Armasu.

According to him, the payments within the “First House 2” program are made directly to the beneficiary’s account. If the beneficiary decides to switch over to the private sector, the compensation will stop to be provided, but this will not have to repay the sum received from the state while in public service.

Also, the state will not assist the provision of compensations for persons who are beneficiaries of the program and who go on maternity leave or childcare leave.

Roman Ceban, policy manager at the Moldova Business People Association, said that besides offering social benefits, the “First House 2” program is also a stimulus to the economy because it encourages the young families to acquire a home, to remain in the country and to continue to work for this state, bringing thus direct and indirect benefits to Moldova’s economy. “Thus, on the one hand, the program develops the real estate sector that provides more relevant and better offers. On the other hand, the beneficiaries of the program can become involved in economic activities so as to earn higher incomes. The state thus stands to gain,” stated Roman Ceban.

Realty expert Sergiu Buruiana said the demand on the real estate market increased with the launch of this program. The 600,000 lei provided within the “First House” program is enough to purchase a one- or a two-room apartment in an old building or a one-room apartment in a new building.
