Some parents from Chisinau complained that they were put in the situation to pay a double fee for the nursery school this month, saying the rise is significant. Asked by a part of these, IPN News Agency investigated the case and informs that the fears weren’t confirmed even if the planned allocations didn’t reach some of the nurseries on time indeed.
According to Angela Monacu, of the Chisinau General Division of Education, Youth and Sport, the costs for feeding children in nurseries rose slightly starting with this year, but this rise cannot lead to the doubling of the nursery fee paid by parents. A sum of 18.7 lei is allocated for feeding a child daily (as opposed to 17.55 lei in 2015). Of this sum, the local authorities pay 12.45 lei, while the parents – 6.25 lei.
“There is a provision allowing each nursery school to increase these costs by a sum of 1 leu to 5 lei,” she added.
On the other hand, a number of parents informed the Agency that the nursery fee for February is twice larger than for January. Among these was a parent who takes the child to nursery No. 20 in Buiucani district of Chisinau. At this nursery, the value of the daily ration for children was increased to 19.96 lei with the parents’ consent. It is evident that this rise cannot lead to the doubling of the nursery fee.
Contacted by IPN, Larisa Vavilov, head of the given nursery’s amenities division, explained that the fee wasn’t doubled. This is the payment for January and February 2016. “The nursery didn’t receive the monthly allocation for January and the overdue amount is to be disbursed in February,” she stated.
The parent who notified the Agency is ready to present the receipt showing that he paid the tax for January at one of the branches of BC Moldova Agroindbank, which is located on Vasile Lupu St.
Manager for relations with the public at BC Moldova Agroinbank Svetlana Rudenco, in a press statement issued at the request of IPN, says the bank has no reason to delay the payments and cannot be blamed for the fact that the money (nursery fee) didn’t reach the nursery’s account.
“BC Moldova Agroindbank SA collects the payments through the Governmental Electronic Payment Service (MPay), based on a contract signed with the Electronic Government Center and the Ministry of Finance. In accordance with this contract, it is the duty of the Electronic Government Center to transfer the money collected from parents to beneficiaries’ accounts (the local budgets in this case),” it is said in the press statement.
Employees of the Electronic Government Center told us that there were some delays in transfers in January due to the implementation of the IBAN accounts starting with January 1 and the Ministry of Finance was informed about these delays. “Today we will complete the process of setting the IBAN accounts. We apologize to the people for the caused inconvenience and promise that the allocations to nurseries and other institutions will be transferred on time,” said Dumitru Postu, manager of the Electronic Government Center.
