The State Tax Service increased the number of operators providing services to applicants for fiscal invoice forms by opening a unit at the Botanica Tax Administration Division. Two persons there will serve the companies administered by the General Large Taxpayers Division. Furthermore, a new service will be implemented starting with this month, which will enable to publish standard models of orders on the Internet, IPN reports.
In a news conference on April 5, Andrian Timotin, deputy head of the State Main Tax Inspectorate, said the move is aimed at optimizing the procedures for issuing fiscal invoice forms to economic entities that pay VAT.
Currently, there are 801 economic entities that can purchase fiscal invoices without making orders beforehand and without being subject to national inspections. “The list will be extended. These and other optimization measures are designed to facilitate the issuing of fiscal invoice forms so that the economic entities do not have to queue up,” said Andrian Timotin. He added that the problem will be fully removed when the E-invoice system is implemented in 2014.
Andrian Timotin explained that the fiscal invoices are strictly monitored because they can be used illegally for recording VAT through phantom companies so as to legalize contraband goods and for other illegal purposes. The damage caused to the budget in these cases is enormous. In 2012 there were discovered 35 phantom companies that caused damage of 138 million lei.
There are 15,000 companies that pay VAT in the municipality of Chisinau.
