Twenty-two contenders used administrative resources, while another nine offered electoral presents in the election campaign, shows a monitoring report by Promo-LEX, covering the period between April 30 and May 20, IPN reports.
The observers of “Promo-LEX” ascertained violations in the financial reports presented by the Central Election Commission. Most of the costs reported by the election runners were for publicity – 83.1%. None of the election runners in the period reported costs for renting offices, maintaining the head offices and paying remuneration. The origin of the financial resources indicated as ‘membership dues’ is not clear.
The report says the logistics of the electoral bodies are insufficient. Of the 70 primary electoral bodies that responded to the calls of the Monitoring Effort, only 30 have access to the Internet, only 17 have a safe and a mobile telephone and only three have ramps for persons with disabilities.
Pavel Postica, head of the Observers Mission of Promo-LEX, said electoral councils for Bender municipality and for the Transnistrian settlements haven’t been set up and the people there are thus unable to run in elections. “As to the argument that there is no constitutional control over this region, we remind that Bender municipality is under dual control and this municipality does not have a constitutional administration,” said the expert.
