More than 30 nongovernmental organizations ask to publish the information concerning the examination of the candidates for public posts. The NGOs signed an appeal by which they warn the members of Parliament and the Security and Information Service (SIS) about the necessity of ensuring transparency in the process of selecting candidates for public posts and a uniform legal framework for preventing corruption, IPN reports.
According to the signatories, the SIS appraisals are now accessible only to a narrow circle of persons who have access to the state secret. The NGOs made reference to the election of judges by the Supreme Council of Magistracy, saying only three of the nine member of the Council now have access to the SIS secret notices – the president of the Supreme Court of Justice, the prosecutor general and the minister of justice. “This way, the other six member vote for candidates without having complete information about them and, especially, without knowing the secret appraisals of the SIS,” says the appeal.
The NGOs ask to publish the SIS appraisals of the candidates for the post of member of the Central Election Commission and to explain the causes why the appraisals weren’t’ presented within the legal period of 30 days. The signatories also request to declassify and publish the SIS appraisals of all the candidates and persons named to posts after April 14, 2015. If the persons after this date were appointed without being examined by the SIS, these should be immediately examined.
According to the signatories, in 2014, after Moldova signed the Association Agreement with the EU, the authorities assumed responsibility for doing the reforms needed for adjusting Moldova’s legislation to the European standards. Under the Moldova – EU plan of action 2014-2016, the integrity of civil servants, corruption fighting and implementation of ethical and anticorruption behavior standards should become the main pillars in reformation of the administrative system. In the absence of such reforms, the system continues to be suspected of corruption.
The appeal was signed by the Association “Promo-LEX”, the Institute for Development and Social Initiatives “Viitorul”, the Congress of Local Authorities of Moldova, East-Europe Foundation, the Resource Center DIALOG-Pro, Transparency International Moldova, the Legal Resources Center of Moldova, the Institute for European Politics and Reforms, etc.
