NGOs recommend reviewing procedures for declaring and checking incomes and property of civil servants

There are enough arguments to start reexamining the situation as regards the declaration and checking of the incomes and property of civil servants. This is the opinion of authors of a study conducted by the Representative Office of Eurasia Foundation in Moldova in cooperation with the Anticorruption Alliance and the Center for the Analysis and Prevention of Corruption. A number of methods can be implemented to remedy the situation. Most of them do not require considerable administrative, financial and human effort, the authors say. “We want a qualitative and sustainable improvement of the situation in this area,” said Mircea Esanu, secretary of the Anticorruption Alliance, quoted by Info-Prim Neo. The population is aware of the fact that the incomes and property of the civil servants are on the rise and that the property declaration mechanism is aimed at reducing corruption, the study says. The survey was carried out during February-May this year and represents a thorough analysis of the transparency in declaring the incomes and property in Moldova, of the declaration and examination mechanism, of the responsibilities of official persons in these processes, of the legislation and practices of certain EU members states, including those that joined the European family not long ago. The study was made with resources from the Swedish International Development Cooperation Agency and the United States Agency for International Development.
