NFSA reform to start. Vladimir Bolea: We have a surplus of directors in Moldova

The reform of the National Food Safety Agency (NFSA) is to begin. The district agencies lose the status of legal personalities and become local subdivisions of the NFSA Chisinau. Minister of Agriculture and Food Industry Vladimir Bolea said the restructuring will optimize the Agency’s work. Only the posts of director will be eliminated from local subdivisions, but no employee will lose the job, IPN reports.

According to the informative note to the draft decision on the reorganization of the NFSA, ten local food safety subdivisions will be created with the status of division. They will no longer have the status of legal personality.

“The NFSA has ten branches in districts. Each of these is a legal personality and this means that in reality we have ten NFSAs in districts and one more central agency. We annul their status of legal entity. This is for the benefit of the NFSA and its functioning method. The Republic of Moldova is a too small country to have ten NFSAs at district level, with stamps, accounts, directors, a lot of chiefs,” Vladimir Bolea stated in the talk show “Résumé with Ileana Pîrgaru” on RliveTV channel.

The minister assured there are no risks for the employees of the local NFSAs to remain out of work as a result of the restructuring as only the posts of manager of these institutions will be removed and these persons will be able to work as veterinarians or NFSA inspectors.

“Those who are veterinarians will work as veterinarian. There is a great shortage of staff at the moment in the Republic of Moldova. They should not mandatorily serve as NFSA director. They can work as veterinarians or NFSA inspectors. I don’t think someone intends to make others redundant as there are vacancies everywhere and everyone looks for specialists. There is a surplus of directors in Moldova and there is a big shortage of inspectors. Those who want to work always have a job,” noted Vladimir Bolea

The draft decision on the reorganization of the National Food Safety Agency was put on the agenda of the January 11 meeting of the Cabinet. The document sets the personnel limit of the NFSA at 1,194 units and 255 of these will be for the central apparatus, 148 for border inspection, while 791 for local subdivisions.
