The Association of Mayors of Taraclia and Basarabeasca are in favor of the new system of financing mayor’s offices that establishes direct budgetary relations between the central authorities and the mayor’s offices and provides new methods for allocating money, depending on the number of residents. Earlier, the mayors of Hancesti and Nisporeni announced publicly that they back the new financing system too, saying it is equitable and autonomous, IPN reports.
In a statement signed by the associations of mayors from the four districts it is said that this practice will significantly contribute to the financial autonomy of the local public authorities, which is one of the intrinsic conditions of sustainable development. “The new system encourages the more efficient collection of local taxes and the extension of the tax basis in the settlement by fully keeping these incomes in the mayor’s office and by using them according to the settlement’s needs,” it is said in the statement.
The mayors consider that the new financing system introduces clear and equitable rules for calculating the general allocations for settlements. “The mayors are confident that the Parliament of Moldova will examine and adopt the new Law on Local Public Finances in the final reading in the nearest future so that it takes effect at the beginning of 2014,” reads the statement.
The new system was earlier welcomed by Mayor of Chisinau Dorin Chirtoaca.
The bill with amendments to the Law on Local Public Finances was passed by Parliament in two readings on July 13. It is to be adopted in the final reading in the legislature’s autumn session that starts on September 26.
