An initiative by the Ministry of Justice, proposed for public debates on the portal particip.gov.md, suggests that the detainee should have the right to telephone conversations with the wife/husband, a relative or another person in accordance with the rules set out by the administration of penitentiaries. Currently, there is a telephone conversation limit of 20 minutes, IPN reports.
The informative note to the bill says the initiative aims to maintain the detainees’ connection with the outer world. Decision makers of the jails will work out new rules concerning the number and periodicity of telephone calls that can be made and received weekly.
It is proposed that the detainees should be allowed to have lasting meetings not only with the wife/husband, but also with other persons. Currently, meetings lasting three days in a quarter are allowed if the persons prove they are married or are a couple and have common children. The measure is aimed at ensuring the respect for the private life of detainees and enables to eliminate discrimination.
More than 7,000 persons are now held in Moldova’s jails.
