New rules for writing journalistic materials about children in negative situations

The journalists will be able to take pictures and to make audios and videos with children in medical-sanitary and public health institutions only after preliminary coordination with the managerial personnel of the institution and only after they fill out a form by which they ask for access to information about children in situations of risk. Such a legislative initiative was put forward by the Ministry of Health, IPN reports.

A completed model of the form for asking for access to information about children in situations of risk will be kept by the medial-sanitary or public health institution where the minor was interviewed for a period of at least five years.

In the regulations, the health authority stipulates that when the legislation bans access to certain kinds of information, the representatives of the medical-sanitary and public health institutions will explain that they cannot provide such information, making reference to the legal norms and to their responsibility to protect the child’s interests.

The interviewing of children who are victims of physical and sexual abuse, who are in a serious condition (with burns and with the face/body mutilated) or who suffer from mental disorders is not allowed. All the information will be provided by doctors, parents or other legal representatives of the child so as to ensure their protection and to prevent them from experiencing negative emotions. The interviews for the mass media will be given by persons designated by the administration of the medical-sanitary or public health institution.

The children under 10 will be interviewed only after the parents or their legal representatives give their consent. In the case of children who turned 10, the interview will be possible after obtaining the consent of the children and of the parents or their legal representatives.
