The persons will be able to use kick scooters only on special ways, like those intended for bicyclists. If there are no such tracks, these could be used only on road sections where the speed limit for motor vehicles is 50 km/h. On roadway, kick scooters could be used only by persons who turned 16. A relevant bill to amend the Road Traffic Regulations was approved by the Cabinet on Wednesday, IPN reports.
Secretary general of the Ministry of Internal Affairs Sergey Diaconu said the given bill regulates the use of bicycles and kick scooters. This provides that if the vehicle has a motorized capacity of 500W and develops a speed higher than 25 km/h, the person is obliged to attend lessons to be authorized to drive and be issue with a license for the AM subcategory.
It is introduced the ban on the use of mobile phone or headphones while traveling on a kick scooter, scooter or bicycle, while the ban on driving the vehicle under the influence of alcohol or narcotic substances was extended to cover drivers of kick scooters.
The bill also introduces the obligation to wear a safety helmet while driving the bicycle on roads where the speed limit is higher than 50 km/h (national roads).
Another important element is the introduction of the safe method of bypassing bicycles by vehicle drivers depending on the travelling speed.
Sergei Diaconu said the number of kick scooters driven by young and inexperienced persons has grown considerably the past two years and this leads to an increased risk of accidents. In 2022 alone, there were reported 52 accidents involving kick scooters, which resulted in 52 persons hurt and one death.
