The garages of construction cooperatives are to be included in the Real Estate Register by 2016. The Government approved the relevant regulations in its February 5 meeting, IPN reports.
The problem of garage registration is not new. Some of the garages are 10-20 years old, but owing to the difficult procedures, the owners cannot register them individually and cannot become legal owners. The existing state taxes are not paid when the garages are sold and thus the state budget sustains losses.
Under the regulations, the garages are received as suitable by commissions created by local councils in accordance with a simplified procedure. The administration of construction cooperatives will present the set of necessary documents concerning the garages to the commission, which will examine them and will send its appraisal to the cooperative’s administration and the architecture and urbanism service of the local council. For its part, the administration of the construction cooperative will issue ownership certificates for garages to the cooperative’s members, who will register the ownership rights with the cadastre offices. Thus, the garages will be included in the Real Estate Register.
Under the informative note to the bill, the registration of garages will have a positive impact on the business sector and will guarantee the ownership rights over them.
