A new faction in the Chisinau Municipal Council, the Social Action Bloc (SAB), has announced its existence at the CMC’s extraordinary meeting held on Thursday December 14, Info-Prim Neo reports. Councillor Mihai Roscovan announced that five councillors, who meanwhile have changed their initial status or redefined their positions towards the parties they previously joined, signed an Agreement on formation of a new faction. The councillors also called on other councillors to join. Mihai Roscovan explained the necessity to create a new faction by the fact that the local public administration has transformed lately into an “annex” of the central power and promotes only its interests. Thus, councillor says, the majority communist faction and other groups of councillors set back any initiative of social impact, which would be useful for the capital residents, particularly concerning with the sale of the municipal property in the interest of the communist government. As Roscovan states, the secrecy, corruption and incompetence are prevalent in the municipal administration, a fact that negatively influences the life standard of the capital residents. At the same time, CMC was transformed into a voting machine that shares the spheres of influence between the communists and other groups. According to the same source, SAB will act according to the legislation and internal Regulations of CMC; the faction’s goal is to consolidate the people’s trust in local public administration, ensure a democratic and transparent environment in the activity of the municipal structures. SAB faction is composed of two former members of PPCD, Mihai Roscovan and Ion Mamaliga, and three councillors from “Moldova Noastra” Alliance - Adela Boico, Igor Crapivca and Vasile Parasca.
