The Cabinet agreed a series of amendments to current legislation that lay out new conditions for owners of motor vehicles registered outside Moldova’s borders, IPN reports.

Thus, the resident private individuals who brought cars with foreign license numbers into Moldova before November 1 this year can place them under a customs regime of import by paying an excise tax equal to 30% of the excise tax rate for 2016.

To benefit from the reduction, the persons must present a certificate showing that the vignette was paid. The given motor vehicles must be registered with the Ministry of Information and Communication Technology between December 1, 2016 and February 1, 2017. The motor vehicles registered in the territorial-administrative units of Transnistria and in Bender municipality are not subject to this provision.

Another amendment provides that the foreigners with a driver’s license issued in the country where their motor vehicles are under permanent supervision can stay in Moldova for more than 180 days, but they will have to pay a vignette of €80 for the next 180 days of stay in Moldova.

The motor vehicles with license plates issued in Transnistria that are owned or used by private individuals with a Moldovan driver’s license are banned from travelling on public roads. The police will impose fines of 1,250 to 1,500 lei and 4 penalty points.

Minister of Finance Octavian Armasu said the amendments are aimed at ensuring fiscal equity between persons who own cars registered in Moldova and those who own cars registered abroad and at contributing to increased traffic safety and a lower environment pollution level. They will also help augment the amounts collected into the state budget in the long.

The bill with amendments is to be submitted to Parliament for consideration.
