New attempt to protect historical center of Chisinau

Nine NGOs ask to institute a moratorium on the construction and demolition of buildings in the historical center of Chisinau. These made a public appeal to the Chisinau Municipal Council, the Government and Parliament, IPN reports.

The NGO said the historical nucleus of the main city of Moldova continues to be destroyed at the insistence of building companies and the protection and sustainable development measures defined in the Law on Monument Protection of June 22, 1993 do not work. The inhabitants of Moldova are deprived of the right of free access and use of the cultural heritage.

The nongovernmental organizations, which include the platform Save Chisinau, ICOMOS, UrbanLab Chisinau, Urbanistic Center and others, propose instituting a moratorium on the construction and demolition of buildings in the city’s historical center. “During the moratorium, a feasibility study can be carried out to fundamentally argue the historical and architectural importance of the given center and protected area. The necessary urban planning documents can be worked out in accordance with the international cultural and natural heritage protection principles and rules,” says the appeal.

Under the regulations concerning protected state monuments of Moldova, the nucleus of Chisinau is situated between the streets Alexei Mateevici, Mihai Viteazul, Ivan Zaikin, Albișoara, Cheiului, Ismail, Ștefan cel Mare, and Ciuflea.

A bill to institute a moratorium on the authorization and execution of building works in the municipality of Chisinau was registered with the Parliament’s Secretariat last May, but it was withdrawn this February.
