The first law body that will supervise the implementation of court decisions in Moldova – the National Union of Bailiffs – started work, Info-Prim Neo reports. Minister of Justice Alexandru Tanase said the Union will contribute to a larger number of implemented court decisions. “The state bailiffs became private ones and will now be free from the pressure exerted by state institutions,” he said. The National Union of Bailiffs will also take decisions as regards the selection of bailiffs and will impose penalties for violating the legal and ethical norms. Currently, more than a half of the court decisions are not implemented. Now that the system has been reformed, the percentage of implemented decisions is expected to rise to 90% by 2012, while the state will economize 20 million lei a year. “The number of convictions by the ECHR will also decrease as most of the cases are lost because the court decisions are not implemented,” said the minister of justice. Adrian Stoica, secretary general of the International Union of Bailiffs, said the bailiffs have a special responsibility towards the state. The National Union of Bailiffs will help booster confidence in the legal system. The National Union of Bailiffs is a nongovernmental association consisting only of private bailiffs. It was set up by a September 21 decision of the First Congress of Bailiffs.
